Using Student Achievement Test Scores as Evidence of External Validity for Indicators of Teacher Quality

This study examines the Connecticut State Department of Education’s performance-based teacher assessment system, the Beginning Educator Support and Training (BEST) program, to determine the validity of using BEST portfolio scores as a measure of teacher quality. The study also analyzes another measure of teacher quality, ETS’ Praxis series, and compare the efficacy of the two measures.
