Colloquium Provocation Paper: Improvement, Not Innovation, Is the Key to Greater Equity

In this paper, Levin argues two points: First, that Canada’s substantial educational advantage vis a vis the United States means that policy approaches to improvement will be quite different in the two countries. Second, that the prime requirement for greater equity in education is not so much innovation – in the sense of new programs or models of schooling – as wider use of practices we already know to be effective; and that, in fact, there may be too much emphasis on innovation in education, not too little.
